STEPS TO REPRODUCE
1. start Wayland session
2. open Dolphin
3. hover over Dolphin entry in the task manager

OBSERVED RESULT
Dolphin icon is not centered in the tooltip.
Now minimize Dolphin and hover over its entry in the task manager again:
now Dolphin icon is centered in the tooltip.

EXPECTED RESULT

This bug only occurs if fractional display scaling is enabled in "display configuration" KCM.
I use 1.2 scale factor.
