EXPECTED RESULT python3-pyqt5.qtwebengine should depend upon the latest available pyqt5.qtwebchannel version i.e 5.12.2+dfsg-1+18.04+bionic+build11 and install normally using apt. SOFTWARE/OS VERSIONS KDE Plasma Version: 5.16.4 KDE Frameworks Version: 5.61.0 Qt Version: 5.12.3
python3-pyqt5.qtwebengine is not in recent Debian and Ubuntu versions anymore, because the PyQt5 authors have started distributing it separately. This necessitates a new packaging effort. Debian is distributing the new package: https://salsa.debian.org/python-team/modules/pyqt5webengine, and the KDE neon team needs to base their work it, should they want to.
