STEPS TO REPRODUCE
1. start Wayland session
2. make sure that both "Save clipboard contents on exit" and "Prevent empty clipboard" options are checked in the clipboard applet (in systray) settings
3. open a text file with Kate
4. copy any word, close Kate and restart Wayland session
5. use Dolphin to copy any file
6. try to paste the copied file to your desktop by pressing ctrl+v

OBSERVED RESULT
the copied file is not pasted, "Filename for clipboard content" window shows up instead. "Paste one file" option is not available if you try to paste the copied file on desktop using the context menu.

EXPECTED RESULT
copied file can always be pasted on desktop
