SUMMARY
If you make a title clip, save it as a template and then try to add it to the project with the right mouse button on ProjectBin -> Add Template Title then the file open dialog will not show the caption files.

STEPS TO REPRODUCE
1. create title clip
2. open title clip by double click
3. create text with "%s"
4. make "save as" (little button on top of title editor)
5. right click on project bin
6. Add Template Title
7. Open file dialog (little button with "folder" image in right top corner of window)
8. Find a directory with a saved title file

OBSERVED RESULT
In this directory, the title clip that I saved on step 4 will not be visible.

EXPECTED RESULT
The caption clip that I saved in step 4 should be visible in the directory and available for opening

Cannot reproduce in current versions (20.04), probably fixed.
