Discover loads slowly

I can't install applications because Discover is very slow to load itself and I can't uninstall applications for this issue.

The log shows that the problem is actually because your backends are missing!

org.kde.plasma.libdiscover: Couldn't find the backend: "kns-backend" among ("packagekit-backend", "kns-backend", "snap-backend")
org.kde.plasma.libdiscover: Couldn't find a category for "packagekit-backend"

Did you install Discover by hand, or is this the way it comes by default in the Kubuntu release you're using? Are you using the backports repo, or is this stock 19.04?
