OS:                Linux (i686) release 2.4.16-64GB-SMP
OS/Compiler notes: 

Yesterday my KDE crashed when I closed it. The "save session" box was checked the screen got black and nothing happened. It was a total lockup the only resolution was the reset button.
On the next start all Kmail settings were lost Filters accounts everything.

The same thing happened some time ago with KDE 2.2.2.

BTW my Filesystem is ReiserFS.

There is nothing in Unix that prevents that from happen. Your kmailrc is most
likely damaged. ext3 (and very recent reiserfs) have a data sync mode where
they make sure that the data is always in sync but specially reiserfs is 
known to damage files on a system crash. That's the price for the high 
performance I'm afraid.

kmail was very likely about to write some data and then it wasn't in sync 
when your system crash. kmail developers thought about keeping filters
and account infos away from the rest which would reduce this data loss
from happen but it wouldn't make it impossible ;(
