The URL appstream://org.kde.isoimagewriter.desktop looks sane enough, but if Neon isn't packaging it, then Discover won't be able to find it. Sure enough, `appstreamcli search isoimagewriter` turns up no results when run on a Neon box. Moving to Neon.
Neon user edition won't package it as it's not released, so the bug is that it has no release. Or alternatively the bug is that kde.org/applications should be told to ignore it until it has a release

If we know there's no way for a user to actually get an app yet, advertising it on kde.org/applications is just an exercise in frustration.
isoimagewriter 0.9-0xneon+20.04+focal+release+build5 already available in neon user but Discover fails to find appstream://org.kde.isoimagewriter
Also, searching for isoimagewriter in Discover does not find any results
