it is when my konsole is not fullscreen, but if I make konsole fullscreen, image is fully correct

What's the size of your image?  I get the same behavior on a really large image compared to Konsole's size.

1600x900. but I have the same with other sizes. but it is no matter, because it must be style setting for background: scale, align to center, tile.

Do you mean you can already set it with css or there should be an option?

Can't set to scale to window in options at all.

Feature for wallpaper scaling added in merge request https://invent.kde.org/utilities/konsole/-/merge_requests/543 by Riccardo Degli Esposti solves this issue.
