SUMMARY
After rebooting the computer, when I open Google chrome, it asks for user password to authorize Google chrome. I already set it to be Auto Allow.

STEPS TO REPRODUCE
1. Auto Allow Google chrome and kwalletmanager5
2. Reboot the computer
3. Open Google Chrome

OBSERVED RESULT
Prompts for user or kdewallet password

EXPECTED RESULT
Should open directly

Running ubuntu 19.04 updated to the latest:

Do you have pam_kwallet5 configured for your display manager? Note that this is not an authorization prompt, but a password prompt because the wallet is closed.

Maybe the problem is that i have auto-login enabled? Will try disabling it and see what happens.

Ok it's fixed now. What happened was that I was using Plasma as desktop manager, but gdm3 as session manager, with autologin enabled, and for some reason in kde system settings it didn't appear autologin ticked. So I switched from gdm3 to sddm and now I'm required to login to Plasma session and KDE wallet works as expected.

should I report another bug regarding the Plasma behaviour not detecting gdm3 autologin settings?

Apart from the duplicate, autologin is not compatible with KWallet unlocking, as PAM cannot ptovide the password to pam_kwallet.
