Keyboard Model: Genetic 101-Key PC
Language: English
Layout: EurKey (US based layout with european letters)
3rd Level Shortcut: Left Alt key

I didn't do any major changes. I only removed my old layout and only using the EurKEY layout instead. The words ø, œ, ñ, etc work when using the Alt Left key but all the other shortcuts that require the Alt key no longer work. 
I tried Ctrl key and the Menu key instead but the shortcuts associated with those commands cease to work. 

These shortcuts have ceased to work when enabling Alt Left key:
1) Run Command: Alt+Space 
2) TTY Mode: Ctrl+Alt+F3 
3) Run Konsole: Ctrl+Alt+T

KDE Plasma Version: 5.12.8
KDE Frameworks Version: 5.44.0
Qt Version: 5.9.5


This is a major bug because I couldn't even oepn a TTY terminal!!

Update:

I finally made it work! 

I used the Right-Alt key instead. If we choose Any Alt or Left-Alt key it will interfere with Global Shortcuts because those shortcuts use Left Alt by default.


Recommended Solution:
1) Update the Shortcuts KCM Module section by being more specific as to which Alt, Ctrl, Shift keys are being used. 

2) Update the Keyboard System Settings by letting users know that shortcuts used for the keyboard will interfere with Global Shortcuts.
# (ex) Warning: Using Left Alt Key as a 3rd Level Shortcut will make shortcuts using Left Alt Key in Global Shortcuts unusable. ((or something like that))

3) Or the issue can be fixed by making us use Left Alt Key without any side effect for Global Shortcuts.
