Can confirm, happens too on Windows 10 Pro 64-bit. Using Wacom Cintiq 13HD, firmware version 6.3.35-3. Krita v4.2.5. It happens when the Cintiq Pen is used and also with mouse when the the mouse click is released while dragging, on the value scale and the color wheel. Works normally if the mouse pointer stands still when released.

I can't reproduce this specific behavior, but I can reproduce a different but similar behavior: The secondary selection marker (denoting the selected cell, not the dot on the wheel) does not update when you choose a color with basically any method that's not the Artistic Color Selector itself. It doesn't update when using the Color Picker tool, not when using the "Select a Color" dialog, not when choosing a color with the Advanced Color Selector, and not when changing swapping Foreground/Background colors, etc. The secondary selection marker only updates if you click a cell on the Artistic Color Selector.
Reproduced in 4.2.5 and resolved in 5.2.6 (has been for some time it seems)! As for the supposed bug tomtomtom mentioned, that seems to be an intentional feature. Per the manual: "The blip shows the position of current foreground color on the wheel (black&white circle) and on the value scale (black&white line). Last selected swatches are outlined" When you use the artistic color selector, the current and last selections will be the same. When you use another color picker or sampler, the outlines of the segments stay where you last put them (for when you want to get back to them) while the circle on the wheel and the line in the value scale represent the current active color.
