Dolphin 19.08 RC on Arch Linux...

STEPS TO REPRODUCE
1. open system settings > display and monitor > click "Scale display" button and set display scale factor to 1.2
2. relogin
3. open a folder containing several files (I used a folder containing 2142 files during the screen recording)
4. scroll folder contents using the mouse wheel
