SUMMARY
The "Desktop Effects" section has some visual bugs (e.g., weird artifacts on the left and right side of each row, scrollbar overlays the rows).

STEPS TO REPRODUCE
1. Open "System Settings"
2. Open "Desktop Behavior"
3. Open "Desktop Effects"

OBSERVED RESULT
Visual bugs

EXPECTED RESULT
No visual bugs

rows overlaping borders is already fixed - bug 407643

scrollbar issue is tracked in bug 409693
