Tool tip with WebEnginePart

SUMMARY

Tool tips in the WebEnginePart viewer (e.g. generated by an HTML image title) are not word wrapped regardless of how long they are.  They are word wrapped by the WebKitPart or by KHTML.  See the attached screen shots from https://xkcd.com/2180/

STEPS TO REPRODUCE
1. View a page that would generate a long tool tip, and hover over the tool tip location.
2. Observe that the tool tip is not word wrapped
3. Switch to the WebKit or KHTML viewer part.
4. Observe that the tool tip is word wrapped.
