SUMMARY
I recently changed my CPU from an 1800X to a 3900X. After reinstalling Arch keyboard shortcuts seem to be broken. I also have the same problem on OpenSuse Tumbleweed.

STEPS TO REPRODUCE
1. Run kmenuedit
2. Navigate to Dolphin
3. Assign Dolphin launch shortcut Meta + E
4. Save and close kmenuedit
5. Press Meta + E

OBSERVED RESULT
Dolphin doesn't open

EXPECTED RESULT
Dolphin opens

Bios update corrected the problems.
