According to the FAQ for Courier-IMAP this is a client issue. Supposedly Courier-IMAP uses "INBOX." as the namespace for private folders.  The IMAP NAMESPACE extension (see http://www.rfc-editor.org/rfc/rfc2342.txt) allows IMAP clients to automatically discover where the server creates folders and your IMAP client should implement it.

I noticed that when I create a new folder it MUST be a subfolder of "INBOX".  This is not acceptable.  I also noticed this issue with the Mozilla IMAP mail client as well.  Ximian Evolution however does format the folders correctly.

Can this be addressed?
