SUMMARY
Pencil tool has small lag before it starts moving. Every time its activated.

STEPS TO REPRODUCE
1.Update to 4.2.3


OBSERVED RESULT
2. I've checked task manager to make sure nothing was using an absurd amount of recourse's, even restarted computer. 
3. Rolled back update and everything works fine

EXPECTED RESULT
No lag

Are you sure the stabilizer isn't active?
