SUMMARY
When I set my panel to always visible, windows can go under the panel.

STEPS TO REPRODUCE
1. Set a panel to always visible
2. Open any application
3. Drag the application under the panel

OBSERVED RESULT
The application go under the panel, but the application titlebar can't go under.

EXPECTED RESULT
The application can't go under the panel.

I can confirm. This is reproducible with Firefox 79 (w/ MOZ_ENABLE_WAYLAND=1 set)

This is the same as it is on X11 too, and as far as I'm aware it's intentional.
