SUMMARY
It's not smooth and very laggy when selecting colors in Zoom Selector. As though the frame is dropping.

Capture of ACS Settings..

It's the popup feature that makes the Color Selector bigger when you click the middle mouse button or hover the cursor over it. It can be set in Color selector settings > Behavior.

I can confirm, it also happens with shift+i to call up the same widget. The Advanced color selector right now just doesn't like it if there's two copies of it on screen.

Could you please check if you have any OCIO settings enabled? OCIO is the only way how I can reproduce the slowdown.

What is OCIO settings? Do you mean the option in LUT Management docker?

@acc4 (as an answer to your question) I believe so. 
Does it still happen? I don't really see it. Maybe it's lagging but just a bit, the same amount if there is only one ACS on the screen.
If I turn on OCIO, it might be a bit slower but not terribly, either.
