Update references to non-existent configure.in

manual-writing-tools.xml references a non-existent configure.in.  I believe these should be configure.ac based on my walkthrough of the tutorial

Thanks, that has been wrong since 2013... Oops. Thanks for noticing and the patch. Pushed to master as:
