Thank you for reporting the 2 issues.

Playback: On my Win7 machine playback is sometimes smooth and sometimes not. I don't know why. We heard several times that playback performance on 19.04 is worse then on 18.12 but we don't found the root cause so far.

Do you have switched the project settings to 1080p30fps?
Which graphic card and driver version do you use?
Hit windows+r enter dxdiag and check if tab graphic show issues in the notes field.

BTW: The team is aware of the bad timeline performance and is checking for different solutions of GPU integration.

Titler: I opened issue https://invent.kde.org/kde/kdenlive/issues/311.

Workaround: enable Show Background and switch between Checkered/Black/White.

As the titler gets completely re-written I don't know if this gets fixed quickly.

Issue of titler should be solved.
Please try with the nightly build https://binary-factory.kde.org/job/Kdenlive_Nightly_mingw64/lastSuccessfulBuild/artifact/.

Play lag:
- on bottom left of the monitor reduce playback resolution.
- Hit CTRL+SHIFT+, (comma) -> Playback -> Audio backend -> play around with WinMM, Wasapi, DirectSound to see what give the best performance.
