Is there anything to suggest the issue exists at a plasma level rather than in pulseaudio?
I don't really know. Is there a way for me to find out?

What info do you guys need and how can I get it?
Changing status until reporter gets guidance.
I encountered something similar once. It was due to pulseaudio's switch-on-port-available module trying to mute the volumes. If this is the same thing, can you say if commenting out the "load-module module-switch-on-port-available" line in /etc/pulse/default.pa fixes this for you?
Hi, (In reply to wowmage95 from comment #6) > I encountered something similar once. It was due to pulseaudio's > switch-on-port-available module trying to mute the volumes. > > If this is the same thing, can you say if commenting out the "load-module > module-switch-on-port-available" line in /etc/pulse/default.pa fixes this > for you? I commented out the line you mention and reboot but it didn't fix it. The audio still does not play in my headphones after I connect them and I have to run alsactl restore to make it work
Is this still a problem?
