SUMMARY
Partly stacked images don't preserve its order. As I zoom/move around the canvas view, as I select individual images they change their order randomly. 

STEPS TO REPRODUCE
1. Add a bunch of reference images and place them around the canvas.
2. Save&close the document, open it again.
3. Zoom/move around the canvas view, or select individual images.

OBSERVED RESULT
Order changes.

EXPECTED RESULT
They stay the same.

I'm not sure when it has fixed but looks like it's fixed now.
