SUMMARY
no option to set project to 2 fps, used in many educational videos.

STEPS TO REPRODUCE
1. Open new project
2. No option to set project to 2 fps, via custom option either. Only 15 fps or higher possible now.
3. Kindly add the 2 fps, so I can continue to use kdenlive!

OBSERVED RESULT

Now setting is from 15 fps or higher. In earlier versions 2fps was possible and I used kdenlive for editing.

Create your own profile. Project -> Project settings -> Manage project profile -> Create new pofile.

Yes, 2 and 4 fps can be set now. 
I tried on version 21.03.70 appimage.
