SUMMARY
Not all users use the Window layout, some use the macOS/unity layout that need the global menu for apps.

OBSERVED RESULT
No global menu.

EXPECTED RESULT
A global menu. For example: File | Edit | Tool | Export | Help ...

Spectacle doesn't have a menubar, but for Global Menu users, yeah, we should probably create one and export it. Elisa does this, and Discover has been asked to. Seems reasonable.
