SUMMARY
I think the new notifications should use the same padding as in previous version

STEPS TO REPRODUCE
1. have a pre 5.15 notification showing
2. have a 5.16 notification showing

OBSERVED RESULT
Padding in 5.16 is not enough

EXPECTED RESULT
Padding in 5.16 to be like in 5.15

Also, hint-top-margin from theme's dialogs/background.svg(z) is silently ignored.

Ok, i can understand this was intentional, but what about it ignoring 
"hint-top-margin" ?
