Image of weather widget as of Plasma 5.16 on Arch Linux

SUMMARY

Since KDE Plasma 5.15 the weather widget looks has changed. It used use whole widget panel if you scale it. Now it only uses very little and doesn't if you scale the window. Is this on purpose? I have attached a png of it running on my desktop currently. There is a lot of unused screen real estate now.

Yes, this is the intentional state now, sorry. The contents no longer scale because it would disrupt the size relationship between elements.
