custom effect can't be applied

SUMMARY
If i create a new custom effect (for example from volume default effect)
when i drag it to an empty audio track, the effect will not be added, and nothing happens.

in the example image:

created a custom effect [2] from volume effect (gained at +10db) [1]
after that moving the custom effect [2] to the timeline [3]
nothing happens.

SOFTWARE/OS VERSIONS
Windows: 10 64

STEPS TO REPRODUCE
1. create a +10db volume custom effect 
2. move custom effect to timeline
3. 

OBSERVED RESULT
nothing

EXPECTED RESULT
the volume effect with +10fb gain will be addeed to timeline audio track.

P.S. can someone confirm that the bug is present on Linux version?
