SUMMARY

Cannot turn on palm detection.  Tried turning on palm detection via synclient, but kcm-touchpad seems to not respect synclient settings.

As it turns out, my touch was not reporting pressure information (see https://www.dell.com/community/Linux-Developer-Systems/XPS-13-9360-Aggravated-with-touchpad/td-p/5149947).  After blacklisting the i2c_hid driver the options that where unavailable in kcm_touchpad became available.  But palm detection still didn't works.  This was because the figure width was not being reported.  After I patch the synaptics driver (https://gist.github.com/silverhammermba/a231c8156ecaa63c86f1) then palm detection worked.
