SUMMARY
I didn't test all color item, but I can confirm that "Common Colors -> Selection Background" and "Common Colors -> Hover Decoration" did not change when you apply a new colorscheme. Only if you restart whole kde after applied new colorscheme, they will become new color.

STEPS TO REPRODUCE
1. Just apply a new colorscheme using kcm_colors.

Where did it not change after you expected it to? In an app? In Plasma? In something else?

Where in Plasma? The Task Manager's colors, perhaps?
