SUMMARY
Have 4k Videos produced by a GoPro Hero 7 Black, video thumbnail shows as static, no image in it.  Other 1080p video thumbnails are shown correctly.

STEPS TO REPRODUCE
1. Import 4k Video 
2. Let Video generate Thumbnail
3. View in Browser, thumbnail is a thumbnail of static

OBSERVED RESULT
Thumbnail is garbage static

EXPECTED RESULT
Thumbnail will show a frame from the video as the thumbnail

SOFTWARE/OS VERSIONS
Windows: 10

ADDITIONAL INFORMATION
When I get home I will take a screenshot of screen, and try to upload a video file that exhibits this behavior

It's probably an ffmpeg codec problem (missing or something like that).

If you can share a sample video file through the Internet cloud service, we can try to reproduce the problem here....

Fixed with #406981 and not reproducible with 6.2.0
