The kate/kwrite file dialog allows you to select an encoding different from the locale when opening a file. However when saving a file this encoding is replaced by the default encoding of the locale resulting in loss of information. 

The save-as dialog has an encoding button -- but this is also always reset to the locale encoding.

Kate/Kwrite should remember which encoding the file was opened with/saved as -- and use that when saving the file.

The problem is fixed in CVS and it will work in KDE 3.1
