SUMMARY

When commenting a block of source using default Ctrl+D, Kile 2.9.91 on Linux Lite introduces # characters instead of % characters.

STEPS TO REPRODUCE
1. Introduce some Latex code
2. Select a block and press Ctrl+D

OBSERVED RESULT

# characters are introduced as comment character instead of %
EXPECTED RESULT
