SUMMARY
Installing Spectacle do not set keyboard shortcut·s. We need to set by yourself.

STEPS TO REPRODUCE
1. Install Spectacle
2. Create a new user

OBSERVED RESULT
No keyboard shortcut to take screenshot, not even the Print Screen key.

EXPECTED RESULT
A least a shortcut for taking screenshot with Print Screen key.

To the extent that this is possible, it should have been fixed in the 19.08 release. Please confirm! :)
