In Qt 5.13 branch, issue related to non working shortcuts with non US layout is has been fixed, and it works now fine with KDE. Like ^C ^V ^Q ^S has working fine in konsole app and other, but shortcut Alt + ~ is not switch window in wayland session. Because in RU layout "~" -> "ё". 
Please take a look in related bug i had reported to Qt in last two comment https://bugreports.qt.io/browse/QTBUG-73090


STEPS TO REPRODUCE
1. Use wayland session
2. Switch to non US kbd layout
3. Press Alt + ~

OBSERVED RESULT
Nothing hapens

EXPECTED RESULT
Window switch

Thanks for reporting.
Probably Alt+` is more correct here because ~ corresponds to the key with Shift modifier.

Also, have you tried it with other compositors recently?
