The latest beta I just tested on my 2015 macbook pro with mojave saves an image like that in a few seconds. I'd check whether something else is abusing the cpu or the disk or something like that.

No I don't save to the desktop but to a file in the Documents folder. This didn't happen to my with 4.1.7
70 seconds is a lot. I am currently working on a bigger (5000 x 3500) and more complex image (filters and groups) and saving does not take longer than 10 seconds A completele new file 5000x8000px , filled with a gradient in layer 1, saves in 2 seconds at most. So either we messed up something in a few nigtlies (and this is solved now), or your cpu and hdd are balancing a lot of workload. On mojave my external drive started to lag to extremes causing slow loads and saves, turned out to be a problem with Spotlight index cache, as it kept rebuilding at made the disk very busy slowing saving and loading. In my case I blacklisted the drive on spotlight and speed when up instantly (but it was an external drive, so spotlight might as a first step index the connected drive. not sure about your case)
I don't have an external hdd. The thing is if i switch back to 4.1.7 it works fine again. I will test the new nightly tonight then
I don't remember who told me he just fixed it when I talked about it on IRC. However in dc14cb2 I can comfirm save went fast again.
