SUMMARY
See the attached screenshot taken on neon dev unstable.
Settings windows of icon-only task manager and kickofff are also affected.

no horizontal scroll bar

Pretty sure that is caused by the kirigami ScrollView WheelHandler changes. Re-assigning go Kirigami.

I can't reproduce on neon dev unstable anymore.

I saw the same a few days ago but it disappeared after recompiling Plasma from source. Can you wait a few days and confirm? Thanks!
