STEPS TO REPRODUCE
0. open Firefox
1. open kate and type any text 
2. select and copy the just typed text (notice that the clipboard applet
in systray shows the copied text)
3. close kate
4. back to Firefox, right click on any text field, click "Paste"

OBSERVED RESULT
nothing is pasted

EXPECTED RESULT
The text is pasted

Isn't that behaviour governed by the "Prevent Empty Clipboard" setting in klipper.

This behavior is only reproducible when "Prevent Empty Clipboard" is unchecked in klipper settings.
I think that it's the expected behavior in this case.
