SUMMARY Flatpak runtimes count towards the number of things that need updated, but are not displayed in the UI, and will not enable the update button. This leads to the notifier displaying for instance "1 Update" but no updates displayed when you open Discover, and no way to make this notification go away, aside from going to the commandline and running `flatpak update`. STEPS TO REPRODUCE 1. Have a flatpak runtime (e.g. GNOME Application Platform version 3.32) that needs updated OBSERVED RESULT The update notifier says that an update is available. However, when opening Discover and there is no way to apply this update. EXPECTED RESULT The update notifier says that an update is available; when opening Discover the out of date runtimes are listed and are updateable with the update button. ...Aaaaand over in Bug 405967 we have the opposite: the Devices notifier says everything's up to daye, but there's one Flatpak runtime update displayed in the main window.

This occurred for me with GNOME Application Platform version {3.28,3.30,3.32}, and occurred for them with Freedesktop.org Application Platform 18.08. Perhaps there's some metadata esk difference between the two that's related?
