Look here: Bug 406445 or Bug 406540 a similar problem. DigiKam searches multiple metadata fields for tags, Explorer only changes one field. Move "Exif.Image.XPKeywords" from the last position in the list to the top position in the advanced metadata settings-> Tags (read setting). Maik

The Chinese language in tags actually seems to cause a problem. Although the set Chinese tag in Explorer appears here in digiKam, but with confused characters. As it seems, Windows Explorer encodes the metadata field in UTF16. Maik

Can you please test the current digiKam-7.2.0-Beta2 from here: https://files.kde.org/digikam/ This problem should also be fixed by Bug 429261. I added Chinese characters to an image in the Windows Photo Viewer. In my opinion, these are displayed correctly in digiKam-7.2.0-Beta2. Maik
