SUMMARY:
Using the "Apply to Current folder and sub-folders" option in View Properties messes up the current order of the columns in both the folder and its' subfolders.

REPRODUCIBLE: 
Always

STEPS TO REPRODUCE:
1) Open the Dolphin file manager. 
2) Create and open a new folder "testFolder1"
3) Select the "Details View Mode"
4) Include the following columns in that order: (Tags, Rating, Comment, Size, Modified)  <-- this is what I tested with
4.1) optionally also create a subfolder "testFolder2" with the same columns in the same order as "testFolder1".
5) Return to "testFolder1"
6) In the Dolphin menubar, go to "View" -> "Adjust View Properties"
7) Set "View Mode" to "Details"
8) Then "Apply to Current folder and sub-folders"
9) Go back to "testFolder1" and "testFolder2". The order of the columns has changed to: (Size, Modified, Rating, Tags, Comment). This is not a desired behaviour!

OBSERVED RESULT:
The order of the columns for "testFolder1" and "testFolder2" has changed to: (Size, Modified, Rating, Tags, Comment).

EXPECTED RESULT: 
That the folder columns do NOT get rearranged after using the "Apply to Current folder and sub-folders" option.

SOFTWARE VERSIONS:
Dolphin version: 18.08.0
KDE Frameworks 5.54.0
Qt 5.11.3 (built against 5.11.3)
Tested on Neptune OS 6

ADDITIONAL INFORMATION:
Please note that the new column order in "testFolder1" and "testFolder2" seems to reflect the order of columns under the "Additional Information" section of the "Adjust View Properties"!

I just tried again in the latest KDE Neon Testing edition with:
Plasma: 5.20.2
KDE Frameworks: 5.76.0
Qt: 5.15.0

The scenario I described in my first post still applies (even though there have been some slight UI/funtionality changes since then).

Going to "View" -> "Adjust View Display Style..."
Clicking Apply will rearrange all the columns.  <-- I think that this should not be a desired behaviour.

Update to this old bug report in order to reflect the current state of Dolphin

STEPS TO REPRODUCE (UPDATED):
1) Open the Dolphin file manager.
2) Create a new folder "testFolder1" and enter it.
3) Select the "Details View Mode"
4) Right click on one of the columns and click the checkbox "Tags". This will include the Tags as a column in the Details view.
5) Also add the "Comment" and "Rating" columns in a similar fashion.
6) Left click and hold on the columns and drag them to reorder them to the following order: Tags, Rating, Comment, Size, Modified.  (this is the order that I used for my tests)
6.1) Optionally also create a file or a subfolder inside the folder "testFolder1".
7) If you already have the Dolphin menu bar enabled please skip this step. Otherwise, while still inside the "testFolder1" press Ctrl + M in order to make the menu bar appear.
8) At the menu bar go to "View" -> "Adjust View Display Style"
9) Make ANY minimal type of change (for example change the Sorting to "Descending") and click the "Apply" button.
10) The order of the columns for "testFolder1" has changed to: Size, Modified, Rating, Tags, Comment. <-- This is not a desired behaviour!

Tested in Dolphin v24.01.80

EXPECTED RESULT:
That the folder columns do NOT get rearranged at all after clicking the Apply button in the "Adjust View Display Style" window.
One caveat: 
If the user makes ANY changes under the "Additional Information" dropdown that is located inside the "Adjust View Display Style" window in order to remove or add extra columns for the Details view, then the newly added columns should ideally be appended AFTER the current columns. This will help to preserve the current user defined column order as much as possible.
