Dolphin bug

SUMMARY
Attempting to add the 'Create New' action to the toolbar in Dolphin 17.12.3 has no effect.


STEPS TO REPRODUCE
1. Dolphin main menu - 'Settings' > 'Configure Toolbars'
2. In 'Configure Toolbars' window, move 'Create New' into 'Current Actions.
3. Choose 'Apply'

OBSERVED RESULT
No change to displayed Toolbar actions

EXPECTED RESULT
'Create New' action should be added to Toolbar
