I really like the "Activate through mouse wheel" option, but I have often started (pinned) apps I didn't want to start, so I'd love an option that activates a running app (brings to front, cycle), but doesn't start apps this way. 

In other words, with this, you have to click on an icon to start it, but can use the mouse wheel to scroll through the running applications.
