STEPS TO REPRODUCE
1. have 2 user accounts on your system
2. start plasma using the account A
3. mount an external device (I used a pen drive)
4. do logout
5,. start plasma using the account B
6. open Dolphin and try to open your external device

OBSERVED RESULT
Dolphin shows an incomplete error message:: "Access denied to ."

complete/accurate error message

correcting the step 6:
open Dolphin and drag a file to your external device shown under "Removable devices" section".

Dolphin 19.12.1 says "Could not enter folder /mount/point".
