Can confirm this bug affects Solus as well.
Refresh rate (143.98 HZ in my case) is also affected without even rebooting. Clicking on apply will show the setting's new value until you reopen the display settings, where it will then revert back to auto.
Can confirm this bug affects Manjaro also. Does not save refresh rate, display positions and always greets me with the "choose a display mode" panel. Also as brian wrote, even upon reopening the display settings, the refresh rate is already shown as "Auto".
Thank you for the bug report. Unfortunately we were not able to get to it yet. Can we ask you to please check if this is still an issue with Plasma 5.25 or 5.26? I retested an the issue still persists in 5.26
