Should Latte also use Plasma background and color when "Prefer Plasma background and colors for expanded applets" is checked? Because tooltips and "expanded applets" look very similar.

We could rename that option to "Prefer Plasma background and colors on focusing."
Tooltip: Background becomes... when applets or tooltips are expanded.

There is no way to provide this except of creating that tooltip in Latte and I don't want to follow that road. Currently that tooltip is provided by original Plasma code

No, I mean use "Plasma background and color" for Latte view background/color, not change the color of the tooltips. Like what "Prefer Plasma background and colors for expanded applets" is doing, but when the tooltip is displaying.

Could we apply Plasma colors to Latte when we hover the mouse over any item?
I think it's likely that the tooltip will be shown when we hover the mouse over an item.

1. We don't know the delay of the tooltip and when it is really so that would look a bit aggresive
2. When we show original Plasma tooltips for an applet we don't know when that tooltip is shown
