SUMMARY
One of the things people might need to do is formatting their hard drive.  Since EXT4 will set the ownership of the formatted drive to root:root, the user will need root access to do anything to the drive, such as adding new folders.

As far as I can tell, the only way to do this is through CLI, and most users aren't used to that.

PolicyKit should be able to solve that, right?

This would be a bug with the formatting tool and should be fixed there. Residual needs to edit root files in Dolphin will be addressed with PolicyKit integration, which really is in progress and coming soon! :)
