SUMMARY
Whenever I press Ctrl or Shift files/folders are copied - not moved, always + sign on drag and drop. Reproducible in all latest KDE versions.

STEPS TO REPRODUCE
1. Press Shift
2. Drag and drop files to another Dolphin Window and another disk drive (from HDD to flash drive for ex.)
3. Files are copied - not moved

OBSERVED RESULT
Files copied

EXPECTED RESULT
Files moved

I can confirm this bug with this software
Operating System: Arch Linux 
KDE Plasma Version: 5.15.4

ADDITIONAL INFO:
From my observations files are moved if you press shift (and hold it until you release your mouse button) and then you make some move with mouse and then release mouse button. If you press and hold shift and then release mouse button without move, files are copied which is wrong.
