Say you have Firefox pinned on the taskbar, all the way to the left in position 1, with <Meta-N> shortcuts for switching between windows.

If you press <Meta-1>, and Firefox is closed, it will open, but regardless of taskbar sorting method it is not guaranteed that it will open at position 1 if there are other programs already open, and if so then you cannot switch to it using <Meta-1> after it has been opened.

I want pinned applications to open in place.

You can either switch the sort mode to "Manual" and disable "Keep launchers seperate", or switch to Icons-only Task Manager.
