SUMMARY

 Local collection does't scan files with special characters or accents in the file name. 
  When I use caja the open with option, the files open in the playlist, but files with special characters stay with a green balloon with a number 

STEPS TO REPRODUCE
1. scan collection
2.

OBSERVED RESULT
Files with special characters does't appear in the local collection

EXPECTED RESULT
All files recognized

Could you please give a specific example of a filename that doesn't appear?

Also, please check if the file appears in Dolphin. It not, is is possibly not encoded in UTF-8, and you can fix it using the 'convmv' command.
